N.Y. JUDGE BLOCKS BAN ON BICYCLISTS

NEW YORK -- The new rule against midday bicycle riding on some busyManhattan avenues was halted yesterday when a judge ordered the city notto write summonses until an appeal can be heard. The ordinance was aimedprimarily at the city's 5,000 bicycle messengers, who are paid by the numberof deliveries they make and have been accused of reckless riding, endangeringpedestrians. Justice Leonard Sandler of the state Supreme Court's AppellateDivision signed an order preventing the city from handing out the $45 ticketsuntil a full five-judge appeals panel hears the case Sept. 8.
